簡介

《香港特別行政區基本法》第二十三條，簡稱香港基本法第二十三條、23條，是香港特別行政區基本法中第2章《中華人民共和國和香港特別行政區的關係》的最後一條，其用意是促使立法禁止任何有及中華人民共和國的領土完整及國家安全的行為。內容主要包括禁止叛國、分裂國家、煽動叛亂和顛覆中央政府等行為。國家安全法是任何國家都有立法這些國家立國家安全法旨在保護國家不受外來侵略及防止本土的恐佈襲擊事件的發生，也包括了其他國家滲透及破壞國家安全。沒有涉及人權的事件，而且立法程序中，包非常透明地，讓人民有可以提供意，經過議會反覆討論，並三讀通過才立法。人民對法律內容有知情權及反對權及公投權。但香港的國家安全法，包括２３條立法，並不是單單針對外來的侵略者，而是針對自己的國民，並且法律內容及含意比較含糊。市民或人民沒有足夠時間去討論，甚至有些立法內容，更是黑箱作業。大多數內容主要是保護國家為提，侵犯人民的個人自由，並且違犯基本人權。在司法上採用黑箱司法。而在執法上打壓異己。更沒有保障人民或市民的個人人身安全。我們反對２３條立法就是因為這些所謂國家安全法主要保護統治者的權力，而對人民和市民則隨意打壓。而２３條內容也給序執法者有無限的權力，去打壓市民和人民，令人民和市民處於恐懼的生活中，沒有言論、思想及活動的自由。香港２３條立法的內容，令香港人的法治與自由都盡失。人民失去基本自由。其實我們並不反對２３條立法；但今次反對主要是反對２３條立法的內容，這些內容與中共所訂的國安法，包括港版國安法內容是相同的，甚至更過甚。國安法及港版國安法是北京立法，在香港司法，這條法律並未經香港人審閱過，而且未經立法程序立的法，應該不合憲法，但由於立法國家是一個獨裁的國家，所以這個所立的法，在國際上不承認。

Most of the content is mainly for the purpose of protecting the country, infringes on people's personal freedoms, and violates basic human rights. Adopt black box justice in judicial practice. And suppress dissidents in law enforcement. It does not protect the personal safety of the people or citizens. We oppose Article 23 legislation because these so-called national security laws mainly protect the power of the rulers, while suppressing the people and citizens at will. Article 23 also gives law enforcers unlimited power to suppress citizens and people, causing people and citizens to live in fear without freedom of speech, thought, and activity. The content of

Hong Kong's 23 legislation has completely destroyed the rule of law and freedom of Hong Kong people. People lose basic freedoms. In fact, we are not opposed to the Article 23 legislation; but our opposition this time is mainly against the content of the Article 23 legislation. These contents are the same as, or even worse than, the National Security Law enacted by the Chinese Communist Party, including the Hong Kong version of the National Security Law. The National Security Law and the Hong Kong version of the National Security Law are legislated by Beijing. In the Hong Kong judiciary, this law has not been reviewed by Hong Kong people, and a law enacted without the legislative process should be unconstitutional. However, because the legislative country is a dictatorship, so This law is not recognized internationally.
